NYS Division of Alcoholism

In 1981 Joyce was appointed by Governor Hugh L. Carey as the Executive Assistant to the Director of the NYS Division of Alcoholism and Alcohol Abuse. In this capacity, she oversaw the legislative effort to: Increase the purchase age for alcoholic beverages from 18 to 19. She worked with colleagues at the Division and other State agencies, members of the effected industries, consumer groups, and other advocates and providers to require insurance companies to cover outpatient alcoholism treatment, to make social hosts responsible for serving under-age minors who subsequently received DWI's, and to Increase the fines and license penalties for DWI’s. She also worked with restaurant and tavern owners to create a Bartender Training Program
