Public Utility Law Project

Before she entered state service Joyce was the Legislative Director for the Public Utility Law Project, where she successfully shepherded the passage of the Utility Consumer Bill of Rights. (A comprehensive law, which redefined the Utility / Consumer relationship in New York State.) She also worked as the Legislative coordinator for The City University Of New York’s Albany office. She began her professional career as the Legislative Director of SASU, the Student Association of the State University of New York.
