NYS Department of Health

In 1995, Joyce was appointed as Director of Government Affairs & Strategic Planning for the New York State Department of Health by Governor George Pataki. During her tenure as an Executive Staff member of the Health Department, she oversaw the coordination, development, and passage of the department's State and Federal legislative agenda. She assisted the Commissioner in the facilitation of communications between the provider, agency, stakeholder, and consumer organizations. Her office was responsible for the creation and over site of the Department’s Strategic Plan, a Leadership Training Institute, a mentoring program, and an institutional succession plan.
